CBT A&AS SME

 Summit is currently looking for a CBT A&AS SME.  This position provides Assistance and Advisory Support (A&AS) to the Defense Threat Reduction Agency (DTRA) Chemical and Biological (CB) Defense Department, Protection and Hazard Mitigation Division (RD CBT). The Protection and Hazard Mitigation Division orients on chemical and biological defense in the area of physical protection and hazard mitigation. The position is located in Lorton, VA.

The successful candidate provides scientific and project management support while leveraging U.S. military operational experience to maximize client support for chemical and biological protection and hazard mitigation technology development. Specifically, the successful candidate will:

  • Provide subject matter expertise in the area of personnel and material decontamination science and technology and other related fields to DTRA CB science and technology managers
  • Determine needs and opinions of warfighters for emerging technologies within the division and conduct presentations of technology developed in the Protection and Hazard Mitigation Division
  • Draft technology transition agreements between the Joint Program Executive Office (JPEO) and Joint Science and Technology Office (JSTO)
  • Assist review of proposals submitted through the Long Range Broad Agency Announcements for the Joint Science and Technology Office
  • Understand capability gaps and assisting in setting project- and product-level strategy and priorities, and ensure portfolios are responsive and mapped to program goals
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences. Instructions may be vague and require independent initiative and background research
  • Create products for both technical and senior leader audiences
  • Review proposals, technical reports, and statements of work to ensure technical validity, evaluate current and emerging protection technologies, and facilitate cross-communication regarding program priorities and courses of action
  • Provide programmatic, logistics planning, and execution support for meetings with the government clients and their performers
  • Monitor funding documentation and other programmatic metrics for within the division
  • Assist with drafting presentations, papers and other programmatic documentation

Education/Work Experience

Required:

  • Master’s Degree in chemistry, engineering, materials science, or other physical science related field with seven (7) years of experience in science and technology program management
  • Experience in application and analysis of scientific principles for future technologies with applicability to Chemical Biological Radiological Nuclear (CBRN) Protection and Hazard Mitigation

 Desired:

  • Degree in engineering with four (4) years of experience in science and technology program management
  • At least five (5) years U.S. military experience
  • S. Army Chemical Corps or similar U.S. Air Force, U.S. Navy, or U.S. Marine Corps experience with chemical and biological defense

Skills and Qualifications:

Required Skills:

  • Current Secret clearance with eligibility for Top Secret clearance
  • Strong communication skills (written and oral)
  • Strong analytical skills
  • Expert experience with MS Office

Desired Skills:

  • Knowledge of traditional and emerging chemical warfare agents
  • Knowledge of DoD acquisition policies and DoD Planning, Programming, and Budgeting System (PPBS)
  • Program Management Professional (PMP) Certification from the PMI

Configuration and Data Management Specialist

Summit is currently looking for a Configuration and Data Management Specialist on the Human Space Flight Technical Integration (HSFTIC) contract at Johnson Space Center (Houston, TX).

HSFTIC supports multiple human spaceflight programs by providing products and services for mission and program technical integration activities. This includes the necessary infrastructure functions for the International Space Station (ISS), Orion and Gateway programs, with the potential for supporting additional human spaceflight programs or projects via task orders.

Responsibilities

The Configuration and Data Management Specialist will:

  • Support a highly skilled team of analysts directly contributing to the NASA Gateway Program mission of providing a lunar orbiting platform in support of Beyond-Earth-Orbit Human Spaceflight and Lunar Exploration.
  • Support NASA Programs by ensuring Configuration Management (CM) and Data Management (DM) functions, processes, and procedures are implemented and are consistently followed.
  • Perform Configuration Control, Change Integration and CM Receipt Desk (CMRD) functions to facilitate change paper including Change Requests, Variances (deviations and waivers), and Program Directives through the CM process from initiation through implementation and closure.
  • Coordinate across multiple teams, and organizations to facilitate the movement of baseline changes through applicable boards and panels, ensuring accurate and reliable data is captured.
  • Assist stakeholders to ensure Change Management principles are followed throughout the Change process.
  • Ensure all documents are current, distribution is timely, changes to a configuration baseline are properly identified, recorded, evaluated, approved/disapproved, incorporated, and released.
  • Perform CMRD coordination to maintain and monitor Program Change Requests for appropriate and timely processing.
  • Represent CM and perform Board Secretariat functions at Gateway Program Boards and meetings.
  • Attend and participate in Program meetings.
  • Develop meeting minutes including formal actions and coordinate to publish.
  • Document and track formal board actions statuses through completion.
  • Provide Change Paper status at Program Board meetings.
  • Assist in planning and executing CDM processes, procedures, and requirements across all Gateway Program organizations and identify process improvements with plans for implementation and execution.
  • Support tracking, controlling, and releasing of configuration managed products including Quality Assurance (QA) prior to release.
  • Understand restricted data requirements for the Program to ensure proprietary and sensitive data are marked and appropriately controlled.
  • Ensure established data quality and standards are met on Program Products.
  • Actively participate in team projects and all other assigned duties.
  • Perform other duties as assigned.

Qualifications

Required Education/Experience/Skills:

  • An Associate’s degree or technical training in a field of specialization or at least two (2) years specialized experience or any equivalent combination of education and experience.

OR

  • A BS/BA degree in the field of specialization from an accredited college or university, or five (5) years of specialized experience or any equivalent combination of education and experience.
  • Excellent communication (both verbal and written) and interpersonal skills.
  • Must be proficient in detailed minutes taking and be able to communicate clearly and concisely to Management.
  • Proficient in Microsoft Office Suite (Word, Excel, Power Point, & Outlook) and SharePoint.
  • Strong organization skills, attention to detail and excellent follow-through skills.
  • Demonstrated experience prioritizing multiple tasks with tight deadlines while coordinating with an internal and external network of affiliated/impacted contractors and civil servants.
  • Must be customer focused and can articulate and patiently instruct others (peers, managers, teammates, and customers).
  • Demonstrated ability to coherently compose and respond to email communication; creation and editing of instruction documents when needed.
  • Experience working individually and actively participating on integrated teams.

Preferences:

  • Experience in working Change Management and Configuration Identification, Configuration Status Accounting, Verification and Audits, and Document Management.
  • Experience in developing and applying CM concepts and processes to improve performance.
  • Knowledge of EIA-649, National Consensus Standard for Configuration Management.
  • National Defense Industrial Association (NDIA) Configuration and Data Management (CDM) Certification.
  • CMPIC Certification.
  • Experience performing meeting support/Secretariat duties including: attending and participating in Program meetings, developing meeting minutes including formal actions, tracking formal actions through completion.

Project Coordinator

Summit is currently looking for a Project Coordinator to support the Human Exploration Development and Operations (HEDO) Office at Marshall Space Flight Center in Huntsville, AL.  This requirement provides project coordination and integration support for the Human Exploration Development and Operations (HEDO) Office within the Space Systems and Operations branch. For this requirement, the Contractor shall perform the requirements in Section 4.1, General Project Coordination Support. In support of the Space Systems and Operations branch, the Contractor shall work independently to perform analysis of program/project data, including current contractor performance metrics. The Contractor shall also assist with the development and integration of new metrics that will correlate performance and quality of services being provided. Support will include reporting and tracking statistical trends that will demonstrate the likelihood of past performance to future outcomes. Space Systems and Operations branch is looking to revamp their current metric and monitoring process and this effort should lead to the identification and development of meaningful key performance indicators. The Contractor shall interact with Office Payload and Mission Operations Division (PMOD) management and personnel, and other MSFC offices as needed, to accomplish the required task.

This requirement supports the HEDO Space Systems and Operations branch located at MSFC. Support for this requirement is on-site at MSFC, Redstone Arsenal, and Huntsville, AL.
