Senior Professional Logistics Engineer: This is considered an advanced level engineering position. Responsibilities may include conceptual thinking, designing and developing plans, processes, procedures, functional and data requirements analysis, complex system analysis, and documentation preparation for complex systems. May be required to manage, maintain, and evaluate software and develop software tools. May be required to supervise less experienced engineers. Requires expertise in the field of work specified.  Minimum requirements include at least 10 years of related experience and/or an advanced degree.

Senior Professional Aeronautical Engineer: Responsibilities may include conceptual thinking, designing, and developing plans, processes, procedures, functional and data requirements analysis, complex system analysis, and documentation preparation for complex systems. May be required to manage, maintain, and evaluate software and develop software tools. May be required to supervise less experienced engineers. Requires expertise in the field of work specified. Engineering disciplines that may map into this Standard Labor Category (SLC) include aerospace, propulsion, materials, structures, thermal.

Engineering Technician: Provide semi-professional technical support for engineers working in such areas as research, design, development, testing, or manufacturing process improvement. Included are workers who prepare design drawings and assist with the design, evaluation, and/or modification of machinery and equipment. Perform non-routine and complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project, selects and adapts plans, techniques, designs, or layouts, contacts personnel in related activities to resolve problems and coordinate the work, reviews, analyzes, and integrates the technical work of others. Completed work is reviewed for technical adequacy and satisfaction of requirements. Duties may include but are not limited to operating, performing installations, modifications, testing and calibrations of flight support systems. Under direction of the engineering staff, applies engineering principles and theories in creating, testing, and modifying equipment. Assists with the production of prototypes. Demonstrates extensive proficiency within expertise and ability to train less experienced technicians. Technician classifications include mechanical, electrical, aerospace, propulsion, science, computer, environmental, structures, safety, software, machining, welding, painting and quality.

Engineering Technician Specialist: Responsibilities include Engineering functions that can be performed effectively by expertise gained through experience with or without a degree. Engineering functions may include designing and developing plans, processes, procedures, functional and data requirements analysis, system analysis, and documentation preparation for complex systems. May be required to manage, maintain, and evaluate software and develop software tools. Independently perform advanced and complex engineering work, leads or supervises lower-level Engineers.

Project Management Engineer: Responsibilities may include conceptual thinking, designing, and developing plans, processes, procedures, functional and data requirements analysis, complex system analysis, and documentation preparation for complex systems. May be required to manage, maintain, and evaluate software and develop software tools. May be required to supervise less experienced engineers. Requires expertise in the field of work specified.

Software Engineer: Research, design, and develop computer and network software or specialized utility programs. Analyze user needs and develop software solutions, applying principles and techniques of computer science, engineering, and mathematical analysis. Update software or enhance existing software capabilities. May work with computer hardware engineers to integrate hardware and software systems and develop specifications and performance requirements. May maintain databases within an application area, working individually or coordinating database development as part of a team. Responsibilities may include designing and developing plans, processes, procedures, functional and data requirements analysis, system analysis, and documentation preparation for complex systems. May be required to manage, maintain, and evaluate software and develop software tools.

Validation Engineer: Responsibilities may include designing and developing plans, processes, procedures, functional and data requirements analysis, system analysis, and documentation preparation for complex systems. May be required to manage, maintain, and evaluate software and develop software tools. May be required to provide guidance to less experienced engineers.

 

NOAA Satellite Operations

Configuration Management Analysts: Analyzes changes of product design to determine the effect on the end product design and function and determines and prepares documentation necessary for change. Designs and establishes management documentation. Authorizes the release of drawings, and software configuration changes specified by management and other functional groups. Develops and maintains software configuration management tools to support configuration identification, control, reporting, and delivery of both internally developed and externally purchased commercial-off-the-shelf (COTS) software products. Performs configuration management and release engineering tasks to ensure new software product operating parameters are documented, comply with standard hardware configurations, and are logistically sustainable. Designs, develops, automates, and maintains productivity tools using programming, database or scripting languages to improve software modeling and development. Designs and implements build procedures that are used to support software product development and use. May develop software configuration standards for company-wide use. May train software developers in the use of configuration management tools and the implementation of software quality standards. May provide guidance to less experienced employees.  Minimum requirements include a Bachelor of Science degree and two or more years of experience.

Logistics Engineers: Provides logistic engineering to field organizations and/or customers including spare or replacement parts and supplies. Reviews field support requirements and recommends tool and test equipment. Establishes calibration requirements for field systems/equipment including all maintenance tasks. Performs maintenance and maintainability demonstrations for customers. Reviews handbooks for technical adequacy. Assists in the development of maintenance engineering and logistics support. Plans and contributes to proposal efforts. Analyzes contractual commitments, customer specifications, design changes, and other data to plan and develop logistic program activities from conceptual stage through life-cycle of product. Develops and implements program activities, coordinates efforts of subcontractors, production departments, and field service personnel to ensure meeting of contractual commitments. Compiles data on standardization and interchangeability of parts to expedite logistics activities. Determines logistic support sequences and time phasing, problems arising from location of operational area, and other factors, such as environmental and human factors affecting personnel.  Minimum requirements include High School and six or more years of experience or a Bachelor of Science degree.

Logistics Support Analysts: Provides acquisition logistic support including sustainability, reliability, maintainability, and availability of the system’s components. Provides support to the logistics function preparing logistics documentation to establish the range and depth of spares, tools, test equipment and related manuals to be deployed and stocked. Determines maintenance and repair materials and standards required for deployment. Develops requisitions for and manages records of equipment, components, repair parts and related manuals; tracks logistics materials and parts for proper allocation of storage facilities; reviews configuration changes to evaluate impact on logistics deployment; documents equipment, component and parts conditions; and identifies logistic support documentation to be included such as drawings, technical manuals, and maintenance requirement cards to support lifecycle of product. Works on logistics and maintainability programs on issues such as technical evaluation and identification of systems logistics requirements and resources. Analyzes, organizes, plans and administers various phases of day-to-day provisioning, spares, or maintenance/repair activities for one or more programs. Reviews contractual documents, technical data, customer usage data, customer maintenance practices, customer operation characteristics, and related reports for assigned contracts to determine spares provisioning or maintenance/repair requirements. Identifies, prioritizes, and assesses key logistics assets and infrastructures. Conducts distribution and network studies, monitors inventory and analyzes requirements in order to develop strategies to achieve desired delivery times. Generally requires knowledge of the Federal Supply System as well as automated and manual supply systems and equipment serviceability standards and criteria.  Minimum requirements include High School and eight or more years of experience or a Bachelor of Science degree and two or more years of experience.

Risk Technical Specialist: Administers the organization’s comprehensive risk insurance program, including insurance certificates, bond requests, contractual liability, and renewal applications, ensuring that company’s liability is low. Prepares varied types of insurance certificates for landlord leases, contracts, proposals/bids, company activities and vendors ensuring that company’s exposure is not jeopardized. Reviews certificate request and follows up on any discrepancies with appropriate personnel (i.e., building owner, company management, vendors, etc.). Maintains insurance schedules. Reviews and processes Certificate of Insurance (COI) requests in support of leases, contracts, proposals/bids, and company activities. Completes quarterly audits on various insurance policies. Maintains exposure data in Risk Management Information System (RMIS) database. Evaluates and verifies data received from divisions, finance, and payroll for submission to insurance carriers on workers’ compensation wages, sales figures, freight, property values/locations, auto inventory, etc., for various types of insurance premium renewals (i.e., workers’ compensation, property, auto, general liability). Reviews and analyzes data for accuracy to ensure lowest possible insurance rates. Compiles financial information for applications submitted on Director/Officer Liability and other policies regarding shareholder information, pending litigation, director and officer information. Maintains loss prevention files, including insurance reports, hazardous material information, ergonomic information.  Minimum requirements include a Bachelor of Science degree and ten or more years of experience.

Software Engineer: Conducts research in design, development, testing and utilization of electronic data processing software. Designs, develops, documents, tests and debugs applications software and systems that contain logical and mathematical solutions. Conducts multidisciplinary research and collaborates with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems for product and commercial software. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops compilers and assemblers, utility programs, and operating systems. Ensures software standards are met. Analyzes user needs and software requirements to determine feasibility of design within time and cost constraints. Confers with systems analysts, engineers, programmers and others to design system and to obtain information on project limitations and capabilities, performance requirements and interfaces. Designs, develops and modifies software systems, using scientific analysis and mathematical models to predict and measure outcomes and consequences of design. Coordinates software system installations and monitors equipment functioning to ensure specifications are met. Minimum requirements include a Bachelor of Science degree and five or more years of experience.

Systems Engineers: Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements. Minimum requirements include High School and six or more years of experience or a Bachelor of Science degree.
